Notice on Adjustment of Tax Restitution Rate for Export of Certain Products

Provinces, autonomous regions, municipalities directly under the Central Government, plans to list the city's financial department(Bureau), the state administration of taxation provinces, autonomous regions, municipalities directly under the Central Government, plans to list the city tax Bureau, Xinjiang Production and Construction Corps Financial Bureau:

In order to further simplify the tax system and improve the export tax rebate policy, the VAT tax rebates for some products will be adjusted. The matter is hereby notified as follows:

First, we will increase the rate of tax rebates for the export of photographic film, plastic products, bamboo flooring, straw and rattan weaving, steel-safe glass, lamps and other products to 16 %.

We will increase the rate of tax rebates for the export of lubricants, aircraft tyres, carbon fiber and some metal products to 13 %.

We will increase the export tax rebate rate for some agricultural products, bricks, tiles, glass fiber and other products to 10 %.

The list of products for which this article increases export rebates is attached.

Second, cancel the export tax refund for soybean meal.

Soybean meal refers to products with product codes of 23040010 and 23040090.

In addition to the products mentioned in Articles 1 and 2 of this Circular, the export rebate rate for the remaining export products is 15 %, and the export rebate rate is increased to 16 %. The original export rebate rate was 9 %, and the export rebate rate was raised to 10 %. The original export rebate rate was 5 %, and the export rebate rate was raised to 6 %.

This Circular shall become effective as of November 1, 2018. The export rebate rate applicable to the goods listed in this circular shall be defined by the export date specified on the export goods declaration form.
